First I have heard of it but brings up a point I have heard debated.
The statement made was: "A good fiddler uses the entire bow not just the middle four inches."
And the debate started!

My fiddle player will be interested in this. So will my standup bass player. How about cello?

Doesn't seem too useful for guitar or mandolin where the strings are on a flat plane.

OK; actually he did do some tweaking to his bridge (or more likely, I assume, it was the saddles) to get more of a "crown" to it, and in some photos you can see obvious shredding of the horsehairs.
And doubt if that would translate well to a standard flattop unless it was strung with flatwounds and probably a modified saddle which might render intonation problematic.
