Not in this case, look at that picture, the Bigsby was moved from the original position:

But in general you are right, there should be another hole for the ground wire, at least it is on my SFIV.

Ralf is correct here, and at first that might seem like bad news, but take heart, there is a silver lining!

All of those holes can be filled by dowling (or other methods, ask your luthier) and then redrilled for the correct screw sizes at the proper places. If done with care, all evidence of the work would be covered by the tailpiece bracket.

This is the kind of repair that comes around all the time, and any competent luthier can handle with aplomb.
