First pic, pointing to where it's arcing, second is the capacitor.
Reviewed Grot's T-Bird for comparison.

The lead of the blue cap should go to the center lug(wiper) of the hum balance control. The blue cap filters the dc that is injected into the heater wiring to lower the normal hum that a tube amp has. The resistor sets the voltage of the dc., by shunting the excess to ground. This is an old hifi trick - not surprising, considered these amps were designed by a hifi engineer. That resister is burned and is probably higher resistance than stock, if not totally open. If that is the case, you might be getting too high a voltage into the heaters. Also, that cap might have been pushed past it's working voltage and failed too. Whatever you do, don't touch the terminals or connections to those big can caps. They store voltage like batteries and can knock you on your butt. If you aren't sure what I'm talking about, take it to a tech. You can get hurt pretty good by tube amps.

My knowledge of this stuff is very small, so I took it to my local guy. I'm fortunate to have a guy locally that knows his stuff; the town I live in has more cows than people. When I called him, he got excited that he'd be able to work on this one. I sent him the schematic too. Says he's gonna go through the whole thing and get her back to what she should be!
