Yes West, the eagle is in fact banded, and the resolution on the first image is so good that you can read the numbers! Now, while I know that he has a real good camera, I also think it says something as to how close that bird came to the boat... A number of breeding pairs were set out at the Quabbin Reserviour some time ago, and they seem to have flourished there. I have seen several in my travels "west", once one just sitting in a tree across the Deerfield River in Charlmont, MA and it looked like a small airplane roosted there it was so big.
