Lots of ambiguity for me. If the German is wearing blue and has the penalty called on them, then the joke is blatant bias by the referee. If the German is wearing blue then perhaps the joke is that the other player inflicted something far worse than an in game penalty? If the German player is in red then is there some irony about whether a penalty actually occurred?
